OFS was established in 2002 with a focus on providing rotating equipment specialists to the Power Generation, Energy, Renewable, and Oil & Gas sectors. Our engineers bring a wealth of knowledge and expertise, having previously held key roles within various OEMs. They have been trained to the highest standards and have significant experience in commissioning, installation, and maintenance. This deep industry knowledge allows OFS to serve as a comprehensive resource for rotating equipment support across multiple OEMs.
We maintain active global agreements with many leading OEMs and continuously support them on a variety of projects. Our engineers often represent OEMs on-site, and in some cases, have been authorised to lead projects on their behalf. This level of trust underscores the confidence that OEMs have in OFS's professional services.

Company Directors
Eric Kavanagh
Co-founder and Managing Director of OFS International and CEO of OFS US, Eric has worked to establish the company as a world class provider of professional services to the oil, gas and power generation industries.
Eric started his career in the seismic sector, before entering the Gas Turbine industry. He worked for one of the largest and most successful manufacturers of gas turbines products in the world.
This is where he held various roles including Field Engineer, Project Manager, Operations Manager and Regional Manager. During his time as Regional Manager, Eric was responsible for the operation and maintenance of over 1 million horsepower of gas turbine driven equipment.
Since co-founding OFS, Eric has negotiated service agreements with a number of the largest gas turbine manufacturers in the world, as well as key players in the oil and gas sectors. He has also played a pivotal role in the consolidation of our global services business model and the establishment of now widely recognised KPIs.
With over 30 years of experience in the industry, Eric has a wide network of contacts across the Middle East. A graduate of Trinity College Dublin, he is also a chartered Engineer and a Fellow of Engineers Ireland.
Joseph p. Dunne
Joe is a Co-founder and Company Director of OFS and President of OFS US, Joe is a Chartered Engineer with over 30 years experience in the power and energy sectors.
He started his career as an electrical engineer in the petrochemical sector before moving to the gas turbine industry to work in the area of field services, project engineering and project management.
It wasn’t long before he entered the sales arena and became responsible for direct sales, contract negotiation, investigation of in-country business issues, negotiation of agents and representative agreements, development of tender documents for large operations and maintenance contracts throughout the world.
He worked for a diverse range of clients around the globe, including large operating oil companies in Venezuela and Thailand. He subsequently joined an electricity company in Ireland as technical Services Manager and was responsible for all technical aspects of their energy supply business.
Joe has served on both the Trading and Settlement code advisory committee and the Grid code review panel in Ireland. He is an active member of the Engineers Ireland accreditation interview panel, and also acts as an external examiner.

Operations Director
Sean O’ Leary
Sean O’Leary is the Operations Director for the Americas at OFS, bringing over 25 years of experience in mechanical and field service work to his role.
Sean began his career as a helicopter mechanic with the Irish Air Corps, where he honed his technical skills and attention to detail.
He later transitioned to a field service representative position with ESI/Solar Turbines, where he further developed his expertise.
Sean has been a vital part of OFS for over 15 years, transitioning from field work into operations management. In his current role, he manages major clients in the United States and is focused on expanding the business throughout the Americas. His leadership is marked by a deep interest in the systems and processes that underpin OFS's operations. Sean has played a crucial role in developing many of the internal systems that ensure the company's efficiency and compliance.
Currently pursuing an MSc in Leadership, Innovation, and Technology, Sean is committed to continuous learning and applying innovative solutions to operational challenges. His blend of technical know-how and strategic insight makes him a key asset to the OFS leadership team.

Paraic O’Keeffe
Paraic O’Keeffe is the Group Operations Director for OFS, bringing over 13 years of engineering experience in the Oil & Gas, Energy, and Power Generation sectors.
He holds a Master of Science (MS) in Sustainable Energy Engineering and an Mechanical Engineering from the University of Limerick (UL), Ireland.
Since joining OFS in 2010, Paraic has made significant contributions to Operations, Project Management, and Business Development.
Throughout his career, Paraic has worked on four continents, commissioning a wide variety of gas turbines, driven equipment, and balance of plant systems. He has successfully led challenging projects, including the commissioning and start-up of gas compression platforms in Myanmar and overseeing field-wide rotating equipment maintenance in Iraq. Paraic has also been instrumental in negotiating critical contracts within the Gulf Cooperation Council (GCC) region.
As the Group Operations Director, Paraic is responsible for the overall growth and operational readiness of the organization. His extensive project management experience and strategic mindset drive the continuous improvement and success of OFS. Paraic’s leadership ensures that OFS remains at the forefront of engineering excellence and operational efficiency worldwide.

Director of Projects & bids
Glenn Tubbert
Glenn Tubbert is the Projects & Bids Director at OFS, bringing over two decades of expertise in the Energy, Power Generation, and Oil & Gas industries.
A Chartered Engineer (CEng) and a mechanical engineering graduate from University College Dublin, Glenn has been an invaluable asset to OFS since 2010.
His career spans six continents, showcasing his extensive knowledge in all aspects of rotating equipment operation and maintenance.
His comprehensive experience encompasses the design, commissioning, operation, and maintenance of rotating equipment and Balance of Plant (BOP). Additionally, he has excelled in managing asset integrity and developing technical documentation.
As the Projects & Bids Director, Glenn is responsible for evaluating and delivering high-quality, cost-effective solutions for OFS clients in the power generation and oil & gas industries, with a particular focus on plant commissioning and operations & maintenance (O&M). Glenn and the team expertly oversee the entire project lifecycle, from proposal development and contract negotiation to project planning, execution, and closure. They ensure that all projects meet the agreed scope, budget, schedule, quality, and safety standards.
Glenn's leadership and meticulous approach guarantee that OFS consistently delivers superior results, maintaining the highest standards of excellence and safety in every project.

adrian Mulholland
Adrian is a Chartered Accountant (FCA) and is responsible for all of the Groups financial functions, including accounting, audit, treasury and corporate finance. His career spans more than 25 years with varied experience in audit, financial management, business leadership, and corporate strategies across multiple industries.
Adrian’s expertise is supporting businesses and teams deliver high growth and expansion strategies.
Adrian holds a Master of Accounting and a Bachelor of Commerce degree from University College Dublin (UCD), Ireland and also holds a post graduate diploma in International Selling from TUD.

Sales and Business Development Director, UK & Europe
Eric Carlos
Eric Carlos is the Global Vice President of Sales at OFS, bringing over 25 years of international experience in the Oil & Gas, Energy, and Power Generation sectors. Throughout his career, Eric has held senior leadership roles across engineering, marketing, operations, sales, and service, living and working in Europe, Asia, and Latin America.
Before joining OFS, Eric served at Solar Turbines, a Caterpillar subsidiary, where he held roles of increasing responsibility and honed his skills in market strategy and team leadership. At Siemens, as VP Americas for Oil & Gas, Eric played a pivotal role in driving market growth following the company’s acquisitions of Dresser Rand and Rolls-Royce’s energy portfolio.
Known for his expertise in opening new geographic markets, Eric is skilled in setting strategic visions, implementing growth initiatives, and building diverse, sustainable teams with a strong focus on customer satisfaction. He is also an advocate for energy sector innovation, actively supporting entrepreneurial efforts in Houston-based energy incubators and engaging with various startup companies.
Eric’s extensive industry relationships and deep knowledge of the energy sector have been instrumental in OFS’s recent growth and success. He holds a Bachelor of Science in Electrical Engineering from the University of California, San Diego and a Master’s in Business Administration from the University of Miami.
Global Vice President of Sales
TIM Burnett
Tim Burnett serves as the Sales and Business Development Director for UK & Europe at OFS, bringing over 25 years of experience in the mechanical and field service sectors, with a strong focus on offshore energies and onshore power plants. Tim’s extensive career, spanning key roles in renowned organisations, has made him a seasoned expert in driving business growth and innovation.
Tim's professional journey began as an aircraft engineer before transitioning into the oil and gas sector. Throughout his career, he has held prominent positions at industry-leading companies such as Cameron, FMC, Woodgroup Gas Turbine Services, and EM&I. Prior to joining OFS, Tim spent 12 years at Wartsila Marine UK, where he took on several pivotal roles, including General Manager for Decarbonisation Services and General Manager for Market Innovation. Tim played a key role in helping customers decarbonise their operations, balancing environmental compliance with economic viability. He also developed Wartsila’s Offshore Energies net-zero strategy and spearheaded the creation of the Microgrid concept, which won the prestigious NSTA Electrification competition.
